Slag is the protective flux residue that forms on a weld when flux is used, and it must be managed to ensure the next pass fuses properly. The statement isn’t universally true because some welding processes don’t produce slag at all (for example, TIG welding uses no flux slag). In those cases there’s nothing to remove between passes. When slag is produced, it should be removed between passes to prevent slag inclusions and to allow good fusion with the next bead. So, slag removal is done when slag is present, but it isn’t a step required if no slag forms.
